Josh Cohen

Josh leads the Policy Team for SWTCH, a leader in end-to-end EV charging solutions for multi-tenant properties. In this role, Josh works with his colleagues to inform and shape the legislative and regulatory landscape for EV charging. His goals include expanding equitable EV charging, leveraging software-based smart charging, and delivering value to drivers, property owners, and the grid.
Before joining SWTCH, Josh served in similar policy roles at Greenlots (now Shell Recharge Solutions), SemaConnect (now Blink), and the Business Network for Offshore Wind (now Oceantic). Josh’s prior public sector experience includes serving as mayor of Annapolis, Maryland, and as deputy administrator of the USDA’s Rural Utilities Service (RUS). Josh earned an M.S. in Energy Policy and Climate from Johns Hopkins University and a B.A. in Economics from the University of Maryland.
