The Sr. Manager or Director of Energy & Environmental Policy will assist in the development of Auto Innovators vehicle environmental positions and the implementation of strategies primarily as they relate to on-board diagnostic (OBD) issues and regulations, emissions certification issues, criteria emissions regulations, and other vehicle emission monitoring requirements. As directed by the Vice Presidents of Energy and Environment Policy, the incumbent will also represent Auto Innovators before federal and state legislative and regulatory bodies and coordinate industry responses to federal and state environmental initiatives.

Essential Duties and Responsibilities:

  • Anticipates and identifies issues related to on-board diagnostic (OBD) regulations, vehicle emission monitoring requirements, emission certification issues, and vehicle emission regulations that may affect the industry’s interests.
  • Develops and coordinates the Auto Innovators positions on these issues and the strategic options to advance those positions.
  • Communicates information on Auto Innovators public policy issues to federal and state legislative and regulatory bodies and to other interested stakeholders.
  • Communicates and coordinates positions on OBD, vehicle monitoring, and emission regulations with other Auto Innovators departments including Communications, Federal, & State Affairs.
  • Prepares comments, letters, presentations, correspondence, and testimony on these issues.
  • Analyzes data and leads technical studies to support advocacy efforts.
  • Routinely interacts with member companies, other trade associations, Environmental Protection Agency, Department of Energy, California Air Resources Board, and other relevant federal and state/local agencies.
  • Travels as needed in the United States.
  • Provides timely, complete, and accurate information to the Auto Innovators staff and members companies.
  • All other duties as assigned.

Knowledge, Skills and Abilities:

  • Minimum five years of experience in at least two of the related fields of OBD, on-board computer monitoring, vehicle emission certification, and vehicle emission regulations.
  • Experience working with California Air Resources Board (CARB) and/or U.S. Environmental Protection Agency (EPA) on vehicle emission regulations highly desired.
  • Excellent oral and written communications skills including the ability to run meetings and manage several workgroups comprised of member companies with possible diverse opinions.
  • Good interpersonal skills to work effectively with others and achieve consensus among Auto Innovators members.
  • Ability to interpret legislative and regulatory initiatives and identify their potential impact on the industry.
  • Ability to learn about the industry and above technical issues including OBD regulations, vehicle monitoring requirements, and vehicle emission regulations.
  • Strong team-working skills and thrives in a collaborative and dynamic work setting.
  • Proficient knowledge of Microsoft Office suite; good computer skills and ability to learn and incorporate Auto Innovators electronic management systems.

Qualifications:

  • Advanced degree in Engineering or similar technical degree is preferred.
  • Minimum 5 years of experience in field of energy, environment, government policy, or in a trade association.
  • Familiarity with House and Senate legislative processes (including Committee and floor procedures) and federal rulemaking.

To provide greater transparency to candidates, we share base pay ranges for all US-based job postings regardless of state. We set standard base pay ranges for all roles based on function, level, and country location, benchmarked against similar-stage growth companies. The anticipated Senior Manager salary range for this position is $100,000 to $130,000. The anticipated Director salary range for this position is $130,000 to $175,000. Final offer amounts are determined by multiple factors, including candidate location, skills, depth of work experience, and relevant licenses/credentials, and may vary from the range listed. This role may also be eligible for bonus, equity, medical benefits, 401(k) plan, and other company perk programs.
